The Pradhan Mantri Adarsh Gram Yojana – PMAY is scheme launched by the Ministry of Social Justice and Empowerment of Government of India for those belonging to Scheduled Caste dominated villages. This scheme provides various benefits to Its core mission is the increase improvement for development of Scheduled Caste (SC) majority villages. This scheme is a state scheme for development of essential basic needs like roads, clean water, electricity and sanitation to education along with healthcare and livelihoods. In this scheme Each selected village is receiving up to rs 20 lakh in Central Assistance for improving in infrastructure and connectivity. This scheme of PMAY-G, MGNREGS, Ujjwala, and Swachh Bharat Mission. Originally thsi scheme provides 1000 villages across Tamil Nadu, Rajasthan, Bihar, Himachal Pradesh and Assam,

Eligibility Criteria
The eligibility criteria set by government for PMAY-G is asl follows:
- Villages having equal or less 50 percent Scheduled Caste population 40 percent in certain state relaxations.
- Villages recognized in the latest Census of government.
- Ideally of each village must have a minimum population of 500.
- Villages already developed under earlier phases of PMAGY cant be respected.
- Priority is given to those with significant infrastructure poverty.
Application Process
Applying for the Pradhan Mantri Adarsh Gram Yojana – PMAGY will be done through the Gram Panchayat and District Administration and not by individuals.
Step 1: Village Selection and Committee Setup
- The Gram Panchayat identifies a village having 50% or more SC population.
- A Village Convergence Committee (VCC) is formed with Panchayat members and local officials to handle planning and implementation.
- Basic details about the village including population, facilities, and needs) are submitted to the District Level Convergence Committee.
Step 2: Survey and Need Assessment
- Officials will be conduct a village-level or household survey to find out what facilities are missing in villages.
- Based on this the village prepares a list of works needed for development and applied.
Step 3: Preparation of the Village Development Plan
- A Village Development Plan will be created showing what work needs to be done, estimated cost, and funding sources.
- This plan will be submitted to the district authorities for review and final approval.
Step 4: Approval and Fund Release
- Once approved then Central Government provides ₹20 lakh per village as gap-filling funds.
- The money is sent to the implementing agency’s bank account for carrying out the works.
Step 5: Implementation of Works
- The village starts the approved development works such as:
- Building roads , toilets and schools in villages.
- Installing solar lights and water connections in need villages.
- Improving sanitation and healthcare facilities in various areas needed.
- These activities are supervised by Village and District Committees.
Step 6: Progress Review and Reporting
- The Gram Panchayat submits regular progress reports to the district office.
- The development work is checked to ensure it follows the approved plan and meets quality standards.
Step 7: Declaration as “Adarsh Gram”
- After all works are completed, the village is evaluated on 50+ development indicators.
- If the village scores 70 or more points and is Open Defecation Free (ODF), it is declared an official “Adarsh Gram” (Model Village).
Documents Required 📑
To operationalize PMAGY projects, the following documents are mandatory:
- Village Development Plan (VDP) approved by DLCC.
- Bank account details of the implementing agency.
- List of Convergence Committee members (with name, designation, contact, approval by Gram Panchayat).
- Baseline data of village households across the following domains:
- Drinking Water and Sanitation
- Health and Nutrition
- Rural Roads and Housing
- Electricity and Clean Fuel
- Education and Digitization
- Livelihood and Skill Development
- Social Security and Agriculture Practices
- Financial Inclusion
All these details are compiled using the prescribed PMAGY formats (available in the official scheme document from page 30 onwards).
